Neoclassical elements

The austerity of the building’s Modernist appearance, defined by repetitive horizontal bands of concrete and glass, belies the Neoclassical arrangement of its basic elements, which comprise a base (podium), middle (body), and top. Ionized aluminum panels give the main body a greenish-gold appearance.

White elephants

Such iconic and relatively expensive structures were invariably commissioned for their symbolism. There was little need to build tall in relatively low-density African cities. Declining economic fortunes caused by the oil crisis in the 1970s led many of these costly buildings to become economically unviable. They now stand as white elephants—redundant monuments to a bygone age of economic and political optimism and independence.
